Request for approval under the clearance of the “Generic Performance Progress Report” OMB control Number: 0970-0490
TITLE OF INFORMATION COLLECTION: Tracking the Use and Impact of FY 2026 One-time Supplemental Funds for Nutrition and Healthy Eating in Head Start
PURPOSE: The purpose of the FY26 Head Start Nutrition Supplemental Funds Progress Survey is to gather uniform performance information from FY 2026 Head Start recipients awarded one-time supplemental funding for nutrition and healthy eating regarding implementation of funded activities. Recipients will report on implementation status; types of activities supported by supplemental funds; estimated reach among children, families, and staff; implementation challenges; and early outcomes and successes.
Information reported by recipients will be used to monitor implementation of the supplemental nutrition funding; identify common implementation approaches, challenges, and promising practices; inform program management, oversight, and technical assistance; support accountability and federal stewardship of supplemental funding; and inform future nutrition- and healthy eating-related funding opportunities and program improvements. The information will also support ACF's oversight responsibilities by helping ensure recipients are implementing activities consistent with the funding opportunity and applicable federal requirements.
This proposed information collection is submitted under ACF's generic clearance for Program-Specific Performance Progress Reports. Consistent with the approved generic justification, the collection provides a standardized reporting mechanism that enables ACF to gather uniform performance information from each recipient, aggregate program-level outputs and outcomes, conduct longitudinal and comparative analyses, identify recipients' technical assistance needs, support program monitoring and oversight, and inform refinements to program implementation. Respondents will report on the use of supplemental funds, implementation progress, activities supported, populations reached, implementation challenges, and early outcomes. The information collected will help the Office of Head Start understand how recipients are implementing the supplemental funding and will inform program oversight, technical assistance, accountability, and future program planning. The information will also help ACF meet its responsibilities for monitoring recipient performance and ensuring compliance with applicable program planning, reporting, and federal award requirements, including 2 CFR 200.301 and 2 CFR 200.329.
Submission of this information collection is required for all FY 2026 Head Start recipients receiving one-time supplemental nutrition and healthy eating funds, consistent with the reporting requirements communicated in the terms and conditions of the award.
The following are examples of how ACF may share information resulting from this information collection: presentations, websites, infographics, project-specific reports, and other documents relevant to federal leadership and staff, grant recipients, local implementing agencies, and technical assistance providers. When sharing findings, ACF will describe the information collection methods and any limitations regarding interpretation and generalizability.
DESCRIPTION OF RESPONDENTS: Respondents are the 412 FY 2026 Head Start grant recipients that received one-time supplemental funding to support nutrition services and healthy eating for enrolled children and families. Head Start grant recipients are public and private, nonprofit and for-profit organizations, including community action agencies, school districts, tribal governments and tribal organizations, institutions of higher education, faith-based and community-based organizations, and other local organizations that receive federal funding to operate Head Start and Early Head Start programs. These recipients provide comprehensive early childhood education, health, nutrition, family engagement, and other support services to children and families with low incomes.
The information collection will be completed by a knowledgeable representative of each funded grant recipient, such as a program director, fiscal manager, nutrition coordinator, or other staff member responsible for overseeing implementation of the supplemental nutrition funding.
