The National Traffic and Motor Vehicle Safety Act of 1966, as amended, authorized NHTSA to issue Federal Motor Vehicle Safety Standards (FMVSSs). Using this authority, FMVSS No. 106, Brake Hoses was issued (49 CFR 571.106). This standard specifies labeling and performance requirements for vehicle brake hose, brake hose assemblers, and end fitting manufacturers. These entities must register their identification mark with NHTSA to comply with this standard. This identification mark, consisting of a manufacturer's name, trademark, letter designation, or other symbol chosen by the manufacturer, is marked directly on the finished product. An identification mark must be filed with NHTSA before the brake components can be placed on the market for sale. The DOT symbol constitutes a certification by the manufacturers that the hose conforms to all applicable vehicle safety standards. This information is only registered once, unless the manufacturer or assembler changes its mark, opens another manufacturing or assembly business, or changes location. Entities may provide the information, by mail, email, facsimile or online. Failure to collect this information may impede the ability to identify faulty or non-compliant brake hoses and assemblies. Adjustments to estimated burden and annual cost were made to reflect an increase in the number of respondents from 20 to 60, resulting in a burden hour increase from 30 to 90 hours and an increase in the estimated cost from $3,000 to $9,000. Increase to the number of respondents are based on the average annual number of requests received from 2014 to 2016.
