Abstract: HMTS IS A STANDARDIZED MESSAGE TESTING SERVICE DESIGNED TO PRETEST RADIO AND TELEVISION PUBLIC SERVICE ANOUNCEMENTS ON CANCER, HIGH BLOOD PRESSURE, AND OTHER HEALTH AND HUMAN SERVICES TOPICS. THE PRIMARY OBJECTIVE IS TO PROVIDE DIRECTION FOR IMPROVING HHS EDUCATION PROGRAM MESSAGES BEFORE MAJOR RESOURCES ARE INVESTED IN FINAL PRODUCTION. A SECOND OBJECTIVE IS TO DEVELOP & PUBLISH GUIDELINES THAT HEALTH MESSAGE PRODUCERS CAN USE IN PRODUCING PUBLIC SERVIC
