Abstract: THE COMMISSION HAS A STATUTORY RESPONSIBILITY TO DISAPPROVE ANY AGREEMENT AFTER NOTICE AND HEARING, IF IT FINDS INADEQUATE POLICING OF THE OBLIGATIONS UNDER THE AGREEMENT.
