SECTION 402(G)(2) OF P.L. 95-87
PROVIDES FOR AN ABANDONED MINE RECLAMATION FUND CERTIFICATION. THIS
INFORMATION SERVES AS A SAFEGUARD TO PROTECT THE STATES FROM
AUTOMATIC OR INDISCRIMINATE WITHDRAWAL. THE DIRECTOR OF OSM USES
THE INFORMATION TO DETERMINE IF THE AMOUNTS INVOLVED ARE NECESSARY
TO CARRY OUT THE APPROVED RECLAMATION ACTIVITY OR IF FAILURE TO
EXPEND IS THE RESULT OF AVOIDABLE DELAYS IN CONDUCTING APPROVED
RECLAMATION ACTIVITIES.

1320.8(b)(3).
