Abstract: THE PURPOSE OF THIS RULE IS TO EXCLUDE CERTAIN TYPES OF LOW RISK PCB-PRODUCING MANUFACTURING PROCESSES FROM THE TSCA SECTION 6(E) BAN O THE MANUFACTURE OF PCBS. RECORDS DOCUMENTING THE DETERMINATION THAT A PROCESS QUALIFIES FOR EXCLUSION ARE NEEDED SO THAT MANUFACTURERS AND E ARE CONFIDENT THAT THE PROCESSES LABELED AS QUALIFYING FOR EXCLUSION ACTUALLY MEET THE CRITERIA. THESE RECORDS AND THE NOTIFICATION OF EPA ARE NEEDED SO THAT EPA CAN DEV. AN EFFECT. COMPLIANCE MONITORING PGRM.
