Abstract: THE UNIT MAINTENANCE COST INFORMATION SUBMITTED ANNUALLY BY THE STATES IS AN ESSENTIAL TOOL IN THE DEVELOPMENT OF NATIONAL COST TRENDS FOR LABOR, MATERIAL, AND EQUIPMENT RENTAL RATES. THESE COST TRENDS ARE OF PRIME IMPORTANCE TO THE FEDERAL GOVERNMENT IN THAT THEY PROVIDE GUIDANCE FOR ESTIMATING FUTURE HIGHWAY MAINTENANCE REQUIREMENTS.
