Abstract: THE PURPOSE OF THE FINGERPRINTING REQUIREMENT IS TO ASSIST THE FBI IN MAKING A POSITIVE IDENTITY CHECK OF ITS FILES. THE PUPROSE OF THE FCM CERTIFICATION REQUIREMENT IS TO IMPOSE A UNIFORM MINIMUM LEVEL OF PRE-EMPLOYMENT SCREENING BY THE FCM COMMUNITY.
