Abstract: TO RECEIVE FEDERAL FINANCIAL PARTICIPATION IN THE COSTS OF THEIR ADP ACQUISITIONS, STATES MUST OBTAIN HHS PRIOR APPROVAL OF ADVANCE PLANNIN DOCUMENTS AND RELATED PROCUREMENT INSTRUMENTS. THIS PROCESS IMPLEMENT THE POLICIES CONTAINED IN OMB CIRCULAR A-90 GOVERNING FEDERAL ASSIST ANCE TO STATES IN INFORMATION SYSTEMS DEVELOPMENT.
