SMUGGLING OF NARCOTICS AND OTHER CONTRABAND VIA PRIVATE AIRCRAFT,
STRONGER MONITORING OF PRIVATE AIRCRAFT ARRIVALS INTO THE U.S. IS
REQUIRED ALONG WITH STRICTER CRITERIA FOR GRANTING OVERFLIGHT
EXEMPTIONS.
