collection is approved for use under the Paperwork Reduction Act
through 3/31/86 only. It must be resubmitted before then for OMB
approval with a revised justification discussing UMTA's plans for
reducing the reporting burden substantially over the next two
years, with specific estimates of net expected reductions. In
addition, the revised justification must list and describe each of
the data elements in the section 15 reporting system, showing which
of these UMTA actually uses and how it uses them. Before
resubmitting this information collection, UMTA must also revise its
program requirements to remove any that mandate a separate
independent audit of the section 15 data. Those audits that UMTA
requires must be through the single audit of OMB Circular
A-128.

SECTION 15 OF THE UMT ACT OF 1964
MANDATES A UNIFORM SYSTEM OF ACCOUNT AND RECORDS, AND A REPORTING
SYSTEM FOR MASS TRANSIT OPERATORS TO ENABLE THE OPERATORS TO
COMPARE PERFORMANCE WITH PEERS AND TO ASSIST LOCAL, STATE AND
FEDERAL GOVERNMENTS AND GENERAL PUBLIC IN SETTING POLICY AND IN
