Abstract: THE ETA MANAGEMENT INFORMATION SYSTEM MUST PROVIDE SUFFICIENTLY CREDIBLE INFORMATION UPON WHICH MANAGEMENT CAN MAKE POLICY DECISIONS, INSURE CREDIBLE REPORTS TO THE CONGRESS AND THE PRESIDENT, AND IN THE CASE OF UI, INSURE FAIR DISTRIBUTION OF FUNDS. THE VALIDATION PROCESS ATTEMPTS TO INSURE THE ACCURACY AND COMPARABILITY OF REPORT DATA TO THE SYSTEM.
