Abstract: AN OPERATIONS MANUAL IS REQUIRED OF MARINE BULK OIL TRANSFER FACILITIE IT IS APPROVED BY THE COAST GUARD AND NEEDED TO PREVENT OIL SPILLS FROM IMPROPER PROCEDURES. THE AMENDMENTS PROVIDE A MECHANISM FOR AMENDING THE MANUAL TO ACCOMMODATE CHANGES IN CIRCUMSTANCES OR IN THE REGULATIONS. IT MAY BE INITIATED BY THE OPERATOR OR THE COTP.
