Abstract: ANYONE PLANNING TO HOLD A REGATTA OR MARINE PARADE WHICH WILL INTRODUCE EXTRA OR UNUSUAL HAZARDS TO THE SAFETY OF NAVIGATION ON NAVIGABLE WATERS OF THE U.S. SHALL SUBMIT AN APPLICATION FOR THE EVENT TO THE COAST GUARD DISTRICT COMMANDER HAVING COGNIZANCE. THE COAST GUARD USES THE COMPLETED FORM TO CONSIDER THE IMPACT OF THE EVENT ON THE ENVIRONMENT, EVALUATE THE STEPS NECESSARY
