with the Paperwork Reduction Act, the AID training cost analysis
worksheet is approved thru September 1990. AID shall incorporate
the changes to this system specified in the October 11, 1988 letter
from Alan Burman, Office of Federal Procurement Policy to AID. (See
attached)

A.I.D.'S PARTICIPANT TRAINING PROGRAM
IS NOT A BUDGET LINE ITEM. IN ORDER TO DETERMINE HOW MUCH MONEY IS
SPENT ON TRAINING IT IS NECESSARY TO COLLECT COST DATA. IN
ADDITION, IN ORDER TO CONTAIN OR LOWER COSTS THE AGENCY NEEDS A
BETTER METHOD TO EVALUATE PROPOSALS FOR TRAINING.
