ASCS - 178 IS USED TO TRANSFER ALLOTMENTS QUOTAS, AND ACREAGE BASES FROM THE EMINENT DOMAIN POOL TO FARMLAND ACQUIRED BY THE DISPLACED OWNER WITHIN THREE YEARS.
