The questionnaire contains no Privacy Act statement Assurance of confidentiality is not a PA statement. The questionnaire must identify the fact that the Department of Navy is sponsoring the study, but does not do so. The portions of the SF-83 supporting statement concerning statistical surveys is insufficiently detailed specifically, the statement must say how and why the 51 sampling points were chosen, how and why quota stratification will be used, and what statistical techniques of tabulation and analysis will be employed. The proposed study appears to be an excellent candidate for interservice standardization with attendant savings in cost and paperwork burden, any resubmission must justify why interservice standardization has not been accomplished. The use of punchcards, a virtually obsolete technology, suggests that the technical capabilities of the contractor and subcontractor may be inadequate to carry out a statistically complex survey generalizable to the chosen universe.
