For the purpose
of approving information collection provisions contained in
proposed rules under Section 3504(h) of the Paperwork Reduction
Act, OMB approves those sections of the regulations implementing
the Drug-Free Schools and Communities Act of 1986 which contain
paperwork provisions: sections 231.22, 231.30, 232.4, 233.3, and
235.3. In addition, OMB registers comment on the following sectio
of the application package that were not embedded in this NPRM: o
Given the consensus that coordination between schools, State and
local education agencies, Regional Centers for Drug-Free Schools,
and state and local social service agencies is critical to the
success of programs implemented under the Drug Free Schools
statute, the "Program Narrative" (p. 18 of the application) should
require documentation of coordination from all grantees, not just
those selected for funding under Section 5218 as currently required
(social service agencies include those that receive drug treatment
and prevention funds from the Department of Health and Human
Services). At the very least, all grantees should provide a
statement of intent for coordination efforts o ED should revise the
Program Narrative instructions concernin the abstract as indicated
by the attached revisions, since the a model provided by ED is four
pages but the instructions state o o ED must revise the section of
the abstract model under "Target Groups" to conform with standard
categories of race and ethni
