Abstract: 30 CFR 872 ESTABLISHES REQUIREMENTS FOR AN INFORMATION COLLECTION TO B USED BY THE REGULATORY AUTHORITY TO DETERMINE WHETHER DELAYS IN THE US OF ALLOCATED FUNDS WERE DUE TO UNAVOIDABLE DELAYS IN PROGRAM APPROVAL WERE NOT NECESSARY TO CARRY OUT APPROVED RECLAMATION ACTIVITIES. THES REQUIREMENTS SERVE AS SAFEGUARDS TO PROTECT STATES/INDIAN TRIBES AGAIN AUTOMATIC OR INDISCRIMINATE WITHDRAWAL OF FUNDS.
