Pursuant to the
Paperwork Reduction Act, we have approved the proposed revisions to
the Indian and Native American Programs Reporting Requirements with
the following conditions and exceptions: 1) We have not approved
the inclusion of proposed lines 18 and 22 on the IASR due to the
limited practical utility they offer for program management and
evaluation. 2) ETA shall notify grantees that simplification of
line numbers is planned for the IASR, but the agency is not
revising the numbering system for the IASR until similar changes
are made to the JA in 1992. 3) ETA has not justified its proposal
to require all grantee to administer a reading test for all
participants. Rather, ETA shall note that all grantees must offer
to administer a reading test to all participants prior to service
delivery. However, grantees shall permit individual participants to
refuse the test. Prior to the next submissi ETA shall report to OMB
concerning grantee experience in administering the reading test. 4)
ETA shall test a performance weighting scheme tha rewards grantees
for each positive termination that is associated with an
employability enhancement and an unsubsidized job placement.
Terminations associated with employability enhancement only, or a
job placement with no enhancement, would receive a lesser weight.
OMB will at ETA's request, work with the agency to develop this
pilot wei scheme. ETA shall report to OMB concerning its progress
and resolution of this weighting scheme.
