EFFECTIVE IN FY 92, PROJECTED OCCUPANCY PERCENTAGE IS TO BE 98% OF AVAILABLE UNITS (UP FROM 97% UNDER PREVIOUS RULE) COMPREHENSIVE OCCUPANCY PLANS ARE ELIMINATED.
