Pursuant to
Section 3504(h) of the Paperwork Reduction Act and 5 CFR 1320.13 of
the PRA regulations, OMB does not approve this information
collection request for the Carl D. Perkins Act State Plan
regulatory provisions, and continues the current clearance through
December 1991. -- In the preamble to final regulations associated
with this State Pla and in the revised information request, ED must
demonstrate that these provisions impose the minimum burden
necessary to comply with legal requirements and achieve program
objectives. In addition, ED is likel to receive substantial public
comment regarding these regulatory provisions, which may lead to
changes in the final rule. ED shall indicate the Department's
response to these comments in the preamble t its final rule. --
Last, OMB will take separate action to extend the current clearance
through 7/92, which will allow ED to maintain approval for the
Perkins State Plan pending promulgation of final regulations.
