Terms of Clearance: This ICR is approved for use through Decmeber, 1993, with the amendmen to the confidentiality and sanction statements that DOE agreed to in t December 18, 1991 letter from Yvonne Bishop (EIA) to Ron Minsk (OMB). In addition, in subsequent ICR renewals EIA shall discuss any observed decrease in the rates of compliance attributable to these changes or o er degredations of the quality of the data that result from these changes. OMB is not approving the change in the confidential status o the EIA-191 as requested in the supporting statement. OMB believes th releasing this confidential business information is not the least burdensome alternative available (see 5 CFR 1320). Although such a change would eliminate the need for the FERC-8, the data on the EIA-19 is more detailed and is submitted by a much larger population than the FERC-8. Therefore, although the burden would be reduced for the popul ion which submits more forms, the cost would be significantly higher for those who only submit the EIA-191. Therefore, the requested chang in the status of the confidentiality status of the form is not approve

Abstract: THE NATURAL GAS PROGRAM PACKAGE FORMS COLLECT PRODUCTION, PROCESSING, TRANSMISSION, STORAGE, CONSUMPTION, AND PRICE DATA. THE DATA ARE USED TO ADDRESS SIGNIFICANT ENERGY INDUSTY ISSUES. DATA FROM THESE FORMS A PUBLISHED IN VARIOUS EIA PUBLICATIONS. RESPONDENTS ARE PIPELINE COMPANIES, DISTRIBUTORS, STORAGE OPERATORS, PLANT OPERATORS, AND STATE AGENCIES.
