Terms of Clearance: Approved as amended by ED's memoranda to OMB of 10/13/92 and 10/30/92. In addition, ED shall meet the following conditions: -- ED shall delete the paragraph that it reinserted regarding instructions for sampling small schools. That language was removed during the previous review of this package, and ED has not yet decided whether to include the management sample for FY 1994. Upon making suc a decision, ED may submit an addendum to this package justifying why small schools should be granted eligibility again. -- ED shall modify its submission requirements to allow for data entry onto automated worksheets as soon as possible, rather than onto hard copy. -- ED continues to assure that by aggregating errors across programs, institutions will not lose sight of the fact that programs can be sources of error.
