Abstract: THE FEDERAL AVIATION ADMINISTRATION HAS INITIATED TOTAL QUALITY MANAGEMENT (TQM) THROUGHOUT THE AGENCY, REQUIRING THAT EVERY ELEMENT HAVE CONTACT WITH THEIR CUSTOMERS TO ASSURE THAT CUSTOMERS' NEEDS ARE BEING MET AND THAT SERVICE IS IMPROVED.
