derivation of the selection labor rates ($ per man hour), including
citations of references, or rely on current OMB guidance. Further,
EPA shall provide an assessment of why the seven (7) year record
retention is of practical utility to the agency, detailing the
frequency and nature of EPA's use of the records on
purchasers.
