DISCHARGE FROM VESSELS OR FACILITIES CAN HAVE SERIOUS IMPACTS ON ALL ASPECTS OF THE MARINE ENVIRONMENT. AN EFFECTIVE, WELL COORDINATED RESPONSE PLAN WILL MINIMIZE THE EFFECTS OF SUCH SPILLS ON THE NAVIGABL WATERS AND MARINE ENVIRONMENT OF THE UNITED STATES. THERE ARE ADDITIONAL REQUIREMENTS FOR THE TRANS-ALASKA PIPLELINE SYSTEM (TAPS) I PRINCE WILLIAM SOUND, ALASKA. THERE ARE ALSO REQUIREMENTS FOR U.S. FL SHIPS GREATER THAN OR EQUAL TO 400 GROSS TONS AND U.S. FLAG OIL TANKER GREATER THAN OR EQUAL TO 150 GROSS TONS.
