Title 23 of the U.S. Code established a Federal alcohol incentive grant program designed to encourage States to enact strong, effective anti-drunk driving legislation and improve the enforcement of these laws. Section 410 also promotes the development and implementation of innovative programs to combat impaired driving. The program is administered by the NHTSA. Grants are awarded to the States through their designated Highway Safety Offices.
