This data
collection is approved on the basis of the material submitted
during review documenting the response performance of the
variable-stopping-rule sampling procedure used by Census. A brief
analysis of employee coverage achieved should be submitted for the
docket ASAP. Any further use of these techniques should be
accompanied by an analysis of how uncertainties in the variance
captured in the sample affect significance tests and other
regression-based anayses.

The NES-III will investigate workplace
practices and policies to identify what works best in establishing
and maintaining an effective and efficient workforce. It will
survey business establishments throughout the country and create a
data file for economteric analysis to identify relationships
between business characteristics and human resources. This is the
third in a series of surveys and will expand on the results of the
others.
On behalf of this Federal agency, I certify that
