Currently 10 CFR 73.55(d)(7) requires
licensees to establish, maintain, and update an access
authorization list monthly for each vital area. This is intended to
limit unescorted access to vital areas during nonemergency
conditions to individuals who require access. Thus, a licensee with
ten vital areas is currently providing ten lists. This proposed
rule will require only one list per licensee which will encompass
all vital areas.
