This collection is approved as amended by ACF's revisions of 7/29/97 and 8/19/97 and on the following conditions: (1) Because the study is based on a non-representative sample of Early Head Start Programs, ACF agrees it can not generalize the results to the entire population of Early Head Start Centers. (2) Regarding question C8 of the Child Care Provider Interview, ACF agrees to report back to OMB any findings that associate marital status of the Family Day Care Provider with the quality of care provided. This report shall be submitted to OMB within one year. (3) ACF shall revise the race/ethnicity questions in all of the surveys to conform with OMB Directive 15. Copies of the revised pages shall be submitted to OMB prior to administering the surveys in the field.

The proposed data collection is necessary to complete the national evaluation of the Early Head Start program, which is being conducted in tandem with local research and evaluation projects in 17 sites. Respondents include families and children assigned to experimental and control groups and their child care providers. The evaluation results will be used by policymakers to document Early Head Start's effectiveness, understand best practices, and inform decisions about Head Start expansion.
