The recalculation of respondents from 4,900 to 17,145 and the subsequent change in burden hours and etc. was done on 8/14/97 between OMB and Paul Gans and David Maxwell of the FBI. The recalculation was necessary because it more accurately reflects the number of agencies which report to the FBI, either by tape or hard copy (FBI's form or private sector generated form), the Return A or Supplement to Return A Monthly Return. The docket file contains records reflecting the changes to the estimates and justifications.
