Abstract: Records are used in enforcement of the Animal Welfare Act (7 CFR 2131-2157). Record data is used to ensure that regulated facilities are in compliance with the Act regulations and standards promulgated under the authority of the Act. This addendum eliminates tethering as a means of primary enclosure. However, licensees and registrants may use temporary restraint of dogs by tethering after obtaining written approval.
