generic clearance package for customer satisfaction surveys is
based on the following conditions: 1) INS will send a copy of each
collection to OMB for review prior to initiation of each project.
OMB has 10 working days to respond to the agency request. The
request shall include the survey instrument, information on the
purpose and respondents, a description of how the information will
be used, and an estimated response rate. 2) It is our understanding
that collection under this generic clearance will not supplement
regular instruments used to assess compliance levels, costs,
resource commitments or evaluation. 3) To the extent practicable,
surveys approved under this package will collect statistically
valid information.

The INS, in accordance with the
requirements of E.O. 12862 and the GPRA, wishes to conduct customer
service surveys. The purpose of such surveys is to assess needs,
identify problems, and plan for programmatic improvements in the
delivery of immigration service.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
