NHTSA has submitted two surveys under the generic clearance that were not on the previously approved list. This has been discussed with the DOT clearance office. We also observe that at least one of the proposed surveys involves a rather high number (100,000) of respondants. NHTSA should be cautioned that surveys of this magnitude need to be carefully justified. The information presented in this generic clearance is not sufficent, in our opinion, is not sufficient to justify the proposals contained in the list of proposed surveys. Therfore, in submitting the individual instruments for final clearance, NHTSA must also include adequate justification.

NHTSA will perform surveys to understand customer needs, satisfaction with existing products and services, perspectives on highway safety problems, and ideas on how to improve highway safety. In addition to being a part of good business practice, these surveys are required by E.O. 12862, GPRA, and the NHTSA strategic plan. Customers include the American public, governmental agencies, national organizations, and automobile manufacturers and retailers.
