following ESEA reauthorization, ED will update these forms to
reflect the new race/ethnicity standards as outlined in the
10/30/97 Federal Register. In addition OMB notes that ED has also
submitted burden change sheets to eliminate the burden associated
with 1810-0599, 1810-0601, and 1810-0608 as those collections have
now been consolidated under the approval number 1810-0614. Further,
the collections related to Title I and Title II that have been
consolidated here have expired and therefore no burden change sheet
was necessary. In the next submission of this approval request, ED
will complete the consolidation for the Title VI collection (Safe
and Drug-Free Schools and Communities) under 1810-0614.

The reauthorized Elementary and
Secondary Education Act, in general, and its provisions for
submission of consolidated plans, in particular (see section 14301
of the ESEA), emphasize the importance of cross-program
coordination and integration of Federal programs into educational
activities carried out with State and local funds. Yet, while
nearly all States receive ESEA formula grant program funding on the
basis of consolidated plans, until now the Department has still
required States to report on program performance and beneficiaries
on a program-by-program basis. Continuing to do so sends an
inconsistent....
