This ICR is
approved under 5 CFR 1320. As stated in the Supporting Statement,
EPA is currently evaluating options for streamlining the manifest
system and for addressing other issues/problems, and intends to
publish a proposed rule by June 2000. To encourage the timely
publication of a final rule to streamline the manifest system, OMB
is establishing a March 2002 expiration date for this ICR. Prior to
publishing the final manifest rule, EPA must resubmit this ICR to
account for relevant changes to the system.

This ICR covers recordkeeping and
reporting activities for the hazardous waste manifest system under
the Resource Conservation and Recovery Act (RCRA). The manifest
lists the wastes that are being shipped and the treatment, storage,
or disposal facility (TSDF) to which the wastes are bound.
Generators, transporters, and TSDFs handling hazardous waste are
requiredd to complete the data requirements for manifests and other
reports primarily to: (1) Track each shipment of hazardous waste
from the generator to a designated facility; (2) provide
information requirements sufficient to allow the use of a manifest
in lieu....
