This information collection is approved subject to the following terms of clearance: 1. Remuneration shall be limited to a maximum of $50 for 2 hours participation in a focus group. Remuneration shall be used solely to help offset costs associated with participation. 2. The following tasks or items in the ICR are considered to be program evaluation instruments and are not approved under this ICR: 2-2, 2-12, 2-13, 2-15, 2-16, 2-18, 2-20, 3-2, and 5-2. 3. For each approved task in the generic clearance, submit the actual instrument to OMB along with responses to the following questions: (a) Explain who will be surveyed, why this group is appropriate to survey. (b) Explain how the survey was developed, including consultation with interested parties, pretesting, and responses to suggestions for improvement. (c) Explain how the survey will be conducted, how customers will be samples if fewer than all customers will be surveyed, expected response rate, and actions your agency plans to take to improve the response rate. Note that Web-based surveys are not an acceptable means of sampling a population. Web survey results are not statistically valid and may be be used only for qualitative improvements. Web-based surveys must be limited to services provided over the Web. (d) Describe how the results of this survey will be analyzed and used. If the customer population is sampled, what statistical techniques will be used to generalize the results to the entire customer population? 4. Submit a change worksheet reflecting the decrease in burden hours as a result of these terms of clearance.
