commends ED for their efforts to provide SEAs with an option to
report on performance in multiple programs through a single,
consolidated report. The following terms of clearance apply: (1)
Should the reauthorization of ESEA occur in sufficient time in
advance of school year 2000-2001, ED will develop an updated
consolidated report that will reflect legislative changes and be
implemented for school year 2000-2001 and FY 2001. Otherwise, ED
will develop the updated consolidated report in time for school
year 2001-2002. (2) Currently, the report contains 10 sections, 2
of which apply to all the programs contained in the report, and 8
of which apply to only a subset of the programs. In developing an
updated report, ED will work to further consolidate and collapse
reporting requirements. (3) Currently, only one of the programs
(TLCF) allows for electronic reporting. In developing an updated
report, ED will increase the number of programs where electronic
reporting is an option. ED should eventually have all programs have
an electronic reporting option. (4) The updated report will reflect
the new race/ ethnicity categories (see 10/30/97 Federal
Register).

This informaiton collection package
contains two related parts: The Consolidated State Performance
Report (CSPR) and the State Self-Review (SSR). The Elementary and
Secondary Education Act (ESES), in general, and its provision for
submission of consolidated plans, in particular (see section 14301
of the ESEA), emphasize the importance of cross-program
coordination and integration of Federal programs into educational
activities carried out with State and local funds. States would use
both instruments for reporting on activities that occur during the
1999-2000 school year and, if the ESEA, when reauthorized,
etc.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies

1320.8(b)(3).
