Abstract: The Clean Water Act (CWA) authorizes the Environmental Protection Agency (EPA) to issue permits for the discharge of pollutants into waters of the United States. The Act also authorizes EPA to issue permits for the use and disposal of sewage sludge. The ICR includes all the reporting requirements relating to facilities applying for NPDES permits to discharge wastewater and to facilities disposing or applying sewage sludge (biosolids).
