This collection
is approved for one year, in which time the agency must comply will
all of the provisions of the PRA and 5 CFR 1320, including: - a 60
day comment period prior to submission to OMB; - a supporting
statement which responds to the 10/95 revision of the 83-I
instructions; - a 30-60 day comment period upon submission to OMB;
- inclusion of the all instructions and guidelines issued to grant
recipients to explain these requirements; and - response to all
comments received. The burden of this collection was previously
5120 hours. Since there is no explanation of why this burden has
disappeared and 800 hours of burden are being added to the
collection, the collection is 5920 hours. The agency may request a
smaller burden in future submissions by responding to question 15
of the supporting statement. For similar reasons, the financial
burden remains $133,000.

To satisfy the requirements of the
GMRA, USAID needs to obtain country-specific financial reporting
from grantees and all parties having cooperative agreements. The
primary use of this information will be to tract expenditures in
countries where USAID has no direct hire presence overseas but will
apply to countries where USAID has an in-country presence as well.
OMB previously authorized the collection of such information for
USAID's E&E bureau. This proposal requests expansion of that
authority to all units of USAID.
