Abstract: Title 49, USC, Section 44702 (formerlly the Federal Aviation Act of 1958, Section 314) authorizes appointment of properly qualified private persons to be representatives of the Administrator for examining, the testing, and certifying airmen for the purpose of issuing them airmen certificates.
