Municipal, industrial discharges, and other point source dis- chargers to waters of the US are required by Sec. 402 of the CWA to obtain an NPDES permit. These NPDES permits require the dis- chargers to comply with technology and water quality based cri- teria. In addition, because of the complexity and ecological significance of marine ecosystems, discharges to the ocean waters beyond the baseline (i.e., the territorial sea, continguous zone, oceans) must also comply with Sec 403 of the CWA, which speci- fically addresses impacts from such point sources on ocean re- sources.
