Pursuant to 5 CFR 1320, OMB is not approving the revisions to this ICR, pending review of the final rule. EPA should resubmit a revised ICR to OMB at the final rule stage to support a decision on whether the revisions constitute a substantive change requiring a new Federal Register notice. EPA should review the public comments on the proposed rule and provide OMB with an evaluation of the comments and a discussion of any changes made in response to comments as a part of its resubmission of the ICR.
