We appreciate
the additional clarifying of procedures for the cleasrance of
ongoing surveys under this approval (2120-0568). In the addendum
provided by the FAA clearance officer on April 27, Flight Standards
understands that: 1. supplementary information should be provided
before undertaking any specific survey, explaining the rationale
for the survey using as a basis the analyses from previous surveys,
feedback from in-house evaluation programs, and other Flight Stan
dards initiatives. 2. explain the population targeted for each
survey and explain any alternative methology if it departs from
that described in th is ICR. 3. allow both BTS and OMB to review
each draft survey instrument at least 30 days before the actual
survey is conducted.

The Federal Aviation Administration
has initiated customer surveys throughout the agency, requiring
that every element have contact with their customer to assure that
customers' needs are being met and that service is improved. Our
respondents are air operators, air agencies, and airmen.
