DOL issues an annual list of Labor Surplus Areas (LSAs) so that Federal agencies can use the information in a number of actions such as procurement and property transfer. The annual LSA list is updated during the year based upon petitions submitted to DOL by State Agencies Responsible for Wagner-Peyser requesting additional areas for LSA classification.
