is approved for a period of 3 years. In using the data gathered
under this collection to assess emissions reductions and the
effectiveness of the Natural Gas Star program, EPA should consider
the degree to which Natural Gas Star partners might have reduced
their emissions in the absence of the Natural Gas Star program. In
its next submission, EPA should evaluate the extent to which the
partners would have reduced their emissions in the absence of this
program. EPA should not use this data to estimate aggregate
emission reductions across the industry resulting from the National
Gas Star program.

Natural Gas STAR is a voluntary
program sponsored by the US Environmental Protection Agency (EPA)
that encourages natural gas companies to adopt cost effective
methods for reducing methane emissions. Companies interested in
joining the program submit a Memorandum of Understanding (MOU) to
EPA. As partners in the program companies agree to submit an
Implementation Plan within six to twelve months of joining and an
Annual Report that docu- ment their accomplishment each year
thereafter. EPA collects initial information in the MOU to formally
establish partici- pation in the program.
