The Consolidated
State Performance Report and State Self-Review will expire 12/02.
This package is to be used for reporting 2001 -2002 school year
data only. The Consolidated State Performance Report and State Self
Review for the 2002-2003 school year must be resubmitted to OMB for
clearance. The information collection for the 2002-2003 school year
must be in full compliance with GPEA standards. If this information
collection requires revisions prior to the 12/02 expiration date,
based on new or different reporting requirements in ESEA, it should
be resubmitted. With any resubmission of this package, ED will
document the harvesting of reporting information through the
Results-Based Data Management Initiative, content changes resulting
from an internal data rationalization process, reductions in State
reporting burden, and plans to discontinue paper-based reporting
for elementary and secondary programs.

This information collection package
contains two related parts: the Consolidated State Performance
Report (CSPR) and the State Self-Review (SSR). The Elementary and
Secondary Education Act (ESEA), in general, and its provision for
submission of consolidated plans, in particular (see section 14301
of the ESEA), emphasize the importance of cross-program
coordination and integration of federal programs into educational
activities carried out with State and local funds. States would use
both instruments for reporting on activities that occur during the
