Abstract: Section 2821 of the National Defense Authorization Act for FY 2000 (Pub. L. 106-65) authorizes DoD to transfer base closure property to Local Reuse Authorities (LRAs) under Economic Development Conveyances (EDCs) at no cost to stimulate economic redevelopment and long-term job creation, and to modify existing EDCs. No cost EDC agreements require the LRA to reinvest proceeds from use of the EDC property for 7years. The Military Departments require an annual financial statement certified by an independent CPA to monitor this provision. The annual reporting requirement may be modified for rural communities.
