This collection is approved for one year to allow 2003-2004 repor ting and applications for 2005-2006 to proceed on schedule. In the coming year, ED will work with OMB to determine whether revisions should be made to the FISAP to address deficiencies in the PART process. ED and OMB will also see if some of the issues raised in the PART can be addresses through enhanced review of the existing data and, particularly in regard to the Perkins Loan s, the examination of NSLDS data. As in the previous TOC, ED will work on development of an e-signature option for this package by the time of the next clearance. ED will also require respondents to report a single numeric identifier -- the RID. Because ED will have the capability to crosswalk that RID with both the DUNS and the OPE-ID, it will only need to collect the RID on future FSA forms related to Title IV. ED will complete this effort by FY07 so that all FSA forms related to Title IV seek a single numeric identifier.

This application data will be used to compute the amount of funds needed by each school for the 2005-2006 award year. The Fiscal Operations Report data will be used to assess program effectiveness, account for funds expended during the 2003-2004 award year, and as part of the school funding process. The Reallocation form is part of the FISAP on the web. Schools will use it in the summer to return unexpected funds for 2003-2004 and request supplemental FWS funds for 2004-2005.
